PPP-Initiatives
Building International Trust brings new challenges – for the public as for the private sector.
There is need for action in developing and the newly industrialising countries the possibilities open to government development promotion alone are stagnating. On the other hand, private firms are playing an increasingly important role in the development of these countries. They create jobs and sources of income, train local personnel, and transfer know-how and technology.
At the same time, private companies, especially small and medium-sized enterprises, frequently find themselves in a tight spot: they must compete on the international stage, but they often lack the skills and the local contacts.
This is where the PPP programme of the OISTE steps in: for if the two sides join forces, they achieve their respective objectives more effectively, more quickly, and at a lower cost.
Experience has shown that, in many cases, private and development-policy goals broadly overlap.
OISTE Public-Private Partnerships
Development partnerships with the private sector – better known as Public-Private Partnerships (PPP) – describe a new model for development cooperation. OISTE works jointly with the private sector in developing countries and countries in transition.
Since the beginning of the PPP programme in October 1998, OISTE and private partners have initiated over 350 partnerships in more than 120 countries.
OISTE’s track record in assisting countries is impressive. So far, OISTE has assisted governments understanding that E-Democracy is not just about technology and electronic service delivery; it is about using security, legislation, information and communication technologies to improve the delivery, quality and accessibility of public services built around the needs of the citizen and customer. It means doing things in radically new and different ways. Service delivery is reengineered away from the historical departmental structure towards a model based upon and focused on the needs of the citizen; there is consequently a sharper democratic accountability with greater citizen participation and community involvement.
OISTE projects include helping countries and organizations prevent and fight the scourge of Cybercrime. OISTE brings together experts to analyse and execute strategies and policies aimed at producing effective results. OISTE takes an integral approach to resolving the problems, instead of taking the all-to-often fragmented strategies that tend to be very ineffective or at best, viable only in the short tem. OISTE’s multidisciplinary analysis of problems and strategy execution are highly effective due to its pursuit of coherence and cooperation throughout the policies and deptartments of a country and/or organizations, making the solutions viable and effective in the long term.
Companies face complex challenges when they operate in developing countries.
In many business sectors, investors in developing and newly industrialising countries are confronted with problems that they often cannot solve alone.
OISTE has the relevant experience in areas that may not count as the core business of private companies, but which is nevertheless often decisive for their economic success.
The OISTE PPP programme is open to all firms as well as their affiliates in developing countries – independent of size but with a an activity related to Secure Electronic Transactions and E-Government .
Project proposals may be informally submitted.
The proposals should contain the following information:
- a brief description of the company and its business goals in the partner country
- the economic situation or the problem from the perspective of the company
- an initial idea of what the cooperation with OISTE might look like
- an estimate of costs and benefits for the company and for OISTE

Turkey: The WTC Ankara makes digital certification services a reality for its business customers. Base on PKI technology, WTC Ankara is now positioned to provide high trust and cost effective solutions aimed at building confidence in electronic transactions.

ICANN or ITU?
Civil Society debates Internet Governance16 July 2003. In the run-up to the Intersessional Meeting which is currently taking place in Paris, controversial debates broke out between civil society members around the theme of internet governance. While some criticised the business-based approach of ICANN, a largely corporate body which currently regulates most of the basic rules of the internet, others feared a government-led take-over of the net through ITU.

WSIS Preparation Process
Intersessional Meeting starts in ParisParis, 15 July 2003. Today the latest preparatory meeting towards the WSIS started in Paris. The so-called Intersessional Meeting became necessary as the second PrepCom conference in February had not advanced far enough on drafting the WSIS Declaration and Action Plan. These documents will be developed further during the next few days. Civil Society organisations will have the chance to contribute statements every day at the beginning of negotiation sessions. Amongst the major points of conflict during the first day were the Right to Information, the Right to Communicate, and the Right to Development.
